Evaluation of the Project "Building bridges, facing challenges – building bridges between the civil society and communities on two banks of Nistru River"

East Europe Foundation is a non-profit, non-political organization established in Moldova in accordance with the Law on Foundations. EEF was registered on 03 November 2009 and started its activities in June 2010. Previously EEF operated as a representative office of the Eurasia Foundation in Moldova since 1998. 
 
East Europe Foundation’s mission is to empower Moldovan citizens and foster sustainable development through education and technical assistance programs that promote democracy, foster good governance, and build economic prosperity.
 
In 2017 EEF launched the project “Building bridges, facing challenges – building bridges between the civil society and communities on two banks of Nistru River”, financially supported by the European Union and co-funded by Sweden.  
 
The overall objective of the action is to foster sustainable partnerships and capacity of civil society actors on both banks of Nistru river through the establishment of cross-river platforms of cooperation at community level. 
 
Specific Objectives are (1) building cooperation mechanisms between civil society actors on both banks of the river that will result in transfer of good practices in community development, social service delivery, consumer protection, youth engagement, social entrepreneurship and respect for human rights; (2) improve capacities of CSOs on both banks of Nistru river to participate in local multi-actor partnerships, within sound organizational arrangements in order to support community development, social services, protection, youth engagement and social entrepreneurship development; (3) establish partnerships and build confidence between CSOs from Transnistria and their counterparts from other regions of Moldova to actively participate in national policy formulation, using advocacy, coalition building and CSO involvement; (4) contribute to the improvement of access and quality of community services offered by CSOs in Transnistria in remote areas, based on participatory tools, stimulating informed demand and proper service delivery.

Objective
 
Provide EEF with a technical and professional assessment of results, achievements, key challenges and lessons learnt from the implementation of the project.
 
Scope of work
 
The review will consist of document reading, interviews and field study, debriefing meeting, as well as presentation of a review report. 
The review should provide answers to the following questions:
Assess the relevance of the supported project in the country context: 
o Did the intervention respond to the needs of the target groups?  
o Was the operation in line with EC development policy and strategies? 
Evaluate the efficiency of the project:
o How well was the availability and use of inputs and resources managed? 
o How well were the activities implemented? How well were the outputs achieved? 
o How well were the Partners involved and contributing? 
Consider the effectiveness of the project:
o How well has the operation achieved its expected outcomes? 
o Was the purpose of the project achieved? 
Examine the sustainability of the project: 
o What is the viability of the continuation of benefits after the end of the operation? 
o What is the level of ownership of the operation by the target group and relevant stakeholders? 
o Did the operation contribute to partners' capacity development?
Assess the extent to which the project paid attention to cross-cutting issues. 
o Have practical and strategic gender interests been adequately considered in the operation's strategy? 
o Has democratic governance been mainstreamed in the operation? 
o Did the operation actively contribute to the promotion of Human Rights? 
The project evaluation shall result in written recommendations on the above-mentioned issues. In addition, the expert/review team is encouraged to include recommendations, considered to be of relevance for promoting the aim of the Project Evaluation.
 
Approach and method of work
 
The Expert/Review Team will carry out its tasks through: 
Desk review of project documents and reports;
Discussions with the staff members and grantees;
Interviews with partners and stakeholders;
Field visits to selected sites;
Consultation meetings.
 
Application package
 
The applicant should submit the following documents:
CV reflecting the relevant experience of the applicant with at least 3 references;
Examples of previous evaluations performed by the applicant if applicable;
Short vision of achieving the task, including the evaluation methodology;
A tentative timetable for preparation, field-work, analysis and finalization of the Report;
Detailed budget for the evaluation in EUR (total price, daily fee, travel costs, communications, fees, etc.)

The deadline for submissions is December 2, 2019

Application deadline: February 26, 2020. The review shall provide EEF with a technical and professional assessment of results, achievements, key challenges, lessons learnt to date from the implementation of the EEF Strategic Plan and any recommendations for future programming. The review will consist of document reading, interviews and field visits, debriefing meeting, as well as presentation of an evaluation report. It is expected that the evaluation will be conducted throughout March – April 2020 with a preliminary draft report submitted to EEF-M by April 30, 2020. Europe Foundation (EPF) seeks an evaluation Consultant(s) to conduct an evaluation of its EC–funded project “Transparent Convergence to EU Policies in Sanitary Issues: the Case of Georgia and Moldova”. The evaluation is to provide an independent assessment of the project’s implementation, including the assessment of the quality, impact, and sustainability of the activities undertaken. EPF expects that the recommendations derived from the evaluation will support the Foundation’s own learning and development process. The “Joint Equal Opportunity Initiative” seeks to improve the situation of most marginalized and vulnerable men and women in Moldova by mainstreaming equality into policy making by the Government and Parliament. One of the project objectives is to expose the selected Moldovan NGOs to the experience of Sweden in the area of advancing equality and non-discrimination. To this end, EEF is hiring an organisation or individual to deliver a two-days training for 20 NGOs on the Swedish experience of mainstreaming equality and non-discrimination in public policies. Attention! Deadline extended until October 28, 2015. East-Europe Foundation Moldova is seeking a specialized company, individual consultant or a group of individual experts based in Moldova to conduct evaluation of seven social enterprises currently supported by EEF. The evaluation document shall identify financial performances of the enterprises, if any, challenges faced by them, assess the needs of each enterprise and provide an adequate supporting mechanism for each evaluated business. The review shall provide EEF with a technical and professional assessment of results, achievements, key challenges and lessons learnt to date from the implementation of the Program components not covered by the Danish evaluation: (iii) free and fair elections; (iv) promote independence and quality of media reporting; (v) social entrepreneurship; (vi) youth and education, with specific focus on the e-twinning project; (vii) support to vulnerable groups. On September 19, 2012, East Europe Foundation – Moldova (EEF-M) signed a contract with the EU Delegation in Moldova for the project “Building bridges between NGOs, business associations and media from Moldova, Ukraine and Russia for conflict prevention in Transnistria”. The European Partnership for Democracy (EPD) is a partner in this project. The action started on November 1st, 2012 and is aiming at boosting the capacity of civil society organizations, business community and media in the region to meaningfully participate in conflict prevention processes in Transnistria.
