EEF is looking for a Communication Officer who will be responsible for ensuring the visibility of EEF’s programs and EEF’s sub-grantees and partners’ projects, including communication about projects’ impact and results across media and digital platforms.   

Duration of contract: 12 months with possibility of extension 

Starting date: 2 January 2025 or earlier

Background

East Europe Foundation is a non-profit, non-political organization established in the Republic of Moldova as a foundation in November 2009 and started its operations in June 2010. The founder of EEF is the Eurasia Foundation based in Washington, D.C., USA. 

EEF goal is to build democratic systems in Moldova, empower Moldovan citizens and foster sustainable development through education, technical assistance and grant programs that promote civil society development, strengthen media, enhance good governance and build economic prosperity. 

EEF Strategy for 2021-2025 and corresponding projects are funded by Sweden, the Swiss Agency for Development and Cooperation and the European Union.

From the programmatic view, the EEF Strategy consists of two inter-related programs with corresponding components conducive to their implementation. 

Program 1 impact outcome: Vulnerable women and men enjoy civil and political rights and opportunities to exercise democratic influence. Civil and political rights and democratic governance are better ensured when under-represented men and women have access to pluralistic information, freely articulate their needs, are capable to link them to appropriate policy initiatives, and are properly represented by decision-makers through free, fair and inclusive elections. 

Program 2 impact outcome: Vulnerable men and women in targeted communities enjoy socio-economic rights and sustainable development opportunities. Sustainable Development Goals and social and economic rights are better addressed when the most disadvantaged men and women in communities are properly informed and diligently exercise democratic oversight and demand from duty-bearers equitable distribution of available resources, actively define basic needs and outcomes in a participatory way and mobilize for their achievement. 

EEF is looking for a Communication Officer who will be responsible for ensuring the visibility of EEF’s programs and EEF’s sub-grantees and partners’ projects, including communication about projects’ impact and results across media and digital platforms.   

Duties and responsibilities:

  • Manage media outreach, build partnerships with stakeholders, oversee EEF’s presence on social media and other digital platforms, and ensure that all communication is aligned with EEF and its donor requirements.
  • Working with designers, photographers, communication companies and other relevant partners to produce high quality communication and visibility materials.
  • Maintaining up-to-date content of the EEF’s website in Romanian, English and Russian languages, including writing/translating press-releases, success stories, articles/news, announcements and front-page focus.
  • Manage EEF’s social and other digital media platforms, including Facebook, Instagram, LinkedIn, ensuring that there is engaging content and timely updates on activities and events.
  • Expanding and maintaining the database of success stories, features articles/news, and archive of EEF and grantees’ photographs and videos for use in storytelling activities.
  • Ensure weekly updates on EEF’ projects and grantees’ activities by developing and posting ads, news, articles, reels or other appropriate visibility products and means to highlight impact.
  • Provide training and coaching to EEF staff, partners and grantees to ensure compliance with communication requirements, enhance their communication efforts and outreach impact.
  • Coordinate visibility and communication activities within donor funded projects.
  • Other activities related to communication and visibility. 

Skills and qualifications:

  • Bachelor’s degree in communication, journalism or another relevant field.
  • At least three years of experience in the area of communication and public outreach.
  • Proven experience and proficiency in using social media platforms.
  • Skills in partnership development and management.
  • Ability to undertake regular field visits to rural communities.
  • Ability to work in a team environment with self-sufficiency and self-motivation.
  • Fluency in oral and written English, Romanian and Russian languages. Good command of one or more languages relevant for Moldova, including Ukrainian, Bulgarian, Gagauz, Romani, will be an asset.
  • Strong computer skills.
  • Ability to manage multiple tasks and to meet set deadlines.
  • Excellent interpersonal skills, ability to communicate effectively and professionally with others.
