The project “Engaging Citizens, Empowering Communities – Phase II” aims to contribute to the improvement of livelihoods of Moldovan population especially for the most vulnerable men and women through active CSO involvement in to design and implementation of more inclusive policies both at national and local level. Concurrently, the project is focused on inclusive policy making and implementation at national and local level through empowerment and engagement of CSOs and their networks. The advocacy and watchdog efforts will be concentrated on policy areas that are key to social cohesion, such as employment, social protection, water and sanitation, education, infrastructure and health.
At the national level, the project will influence design, implementation and evaluation of national policies from the perspective of inclusion and equal opportunities. The CSO networks will map emerging national policies, conduct evidence-based analysis, advocate for more inclusive policies. Advocacy will be succeeded by corresponding monitoring efforts, bringing to the attention of society and authorities identified implementation pitfall and advising on corrective measures. Moreover, CSO networks will duly engaged in evaluating the implementation from the perspective of disadvantaged groups.
At the local level, the project will facilitate the advancement of created participatory mechanisms at district and community level in Soroca, Causeni and Cahul. The action will also set up new participation mechanisms in three additional districts. The action will also strengthen the capacity of local public authorities at the community level to use various transparency and social accountability tools. It will enable local CSOs in six districts to conduct evidence-based analysis of local decisions, review policies from the perspective of disadvantaged groups in respective localities, undertake social mobilisation and oversight activities in their communities.
