Veaceslav Luca

Veaceslav Luca is a Child Rights Expert and Program Manager at the Alliance of Active NGOs in the Field of Child and Family Social Protection (APSCF). In this role, he leads programs and advocacy initiatives, working closely with member CSOs to strengthen their organizational capacity, strategic development, and fundraising. He also provides mentorship and coaching to civil society organizations, supporting them in designing sustainable projects, developing resource mobilization strategies, and improving governance.
Previously, Mr. Luca served as Grants Manager for USAID-funded projects and as Regional Program Manager for Moldova and Ukraine at Swedish Development Partner (Individuell Människohjälp), where he facilitated strategic partnerships and guided program implementation in line with IM’s priorities in the region.
Throughout his career, he has gained extensive expertise in child rights, organizational development, complexity management, environmental and gender mainstreaming, conflict sensitivity, rights of persons with disabilities, emergency preparedness, monitoring and evaluation, and the human rights-based approach.
Mr. Luca holds a Master’s Degree in Social Economy from the Free International University of Moldova (ULIM) and a Bachelor’s Degree in Social Work from the State University of Moldova.
